Capitol or Chicago more corrupt?

SPRINGFIELD -- Whenever you hear about corruption in Illinois, your mind usually drifts north. But, a new study finds the state's problem with corruption may not be rooted in Chicago.
    A Harvard professor found states with smaller isolated capitol cities, like Springfield, tend to have more corruption. He says he believes populated areas, like Chicago, don't pay as close attention to the capitol as they should.
