General Assembly plans to move forward without governor

SPRINGFIELD -- Lawmakers say they'll get to work on the state budget without an idea from the governor. Last week. Governor Quinn announced he needed more time to get ready for his budget address.

Lawmakers normally wait to start the budget process until after the governor makes his speech. But, they say it's too late this year and they won't have enough time to get it done.

The governor will give his budget address in late March. The state will lose millions later in the year when the temporary income tax expires.
