ILLINOIS -- Things are looking brighter for solar energy in the state. Governor Quinn signed a measure using $30 million to promote solar panels. It's mainly for residential rooftops, but it also makes it possible for you to buy energy from existing solar devices and from new ones as well. Supporters hope it will encourage thousands of homeowners to go solar.
