SPRINGFIELD -- The State Comptroller says lawmakers will have to approve the governor's request for extra money. Earlier this week, Governor Quinn said the state needs an extra $221-million. About half is for pay raises for union workers.

A judge ruled the state needs to follow through with their contract. Judy Baar Topinka says it will take a supplemental appropriation bill.
