Middle ground plan worth considering?

ILLINOIS -- The clock is ticking. A new budget needs to be passed by Saturday. There's a new proposal which both sides could agree on called the "middle ground plan."

For months, Democrats have been adamant about getting the temporary income tax extended. But, it looks like they're willing to give up on it. The middle ground proposal doesn't include it and scales spending back a bit.

Some Republican lawmakers say the state's budget will still be ahead of last year's spending levels. Democrats say it's in the middle ground plan to maximize revenues, keep spending flat and put education a little ahead of the game.

Previously, Democrats wanted to increase spending and take up a $38 billion budget, but they did not have the votes to pass the income tax extension.
