Watchdog group approves Quinn's budget

SPRINGFIELD -- A watchdog group gives Governor Quinn's proposed state budget a stamp of approval. The non-partisan Civic Federation says Quinn's plan is solid considering the circumstances. It includes major cuts to education.

Quinn says pension reform would save enough to ease off those cuts, but the Civic Federation says, even if lawmakers do reach a deal, residents likely won't see savings for awhile since pension reform could end up in court. There are two pension plans on the table. Unions support one of them. They've all threatened to sue the state if their bill doesn't pass.
