MATTOON -- Life or death can come down to a matter of minutes for emergency responders. An upgrade to the Coles County 911 system will help dispatchers locate cell phone users.

It will now take seven seconds to get a caller's exact location. Previously, calls went to the nearest cell phone tower, taking dispatchers longer to pinpoint someone's location.

The system covers Moultrie and Coles counties. Shelby County is next for the upgrade.
