Brown says the legislation was brought to him by a man whose daughter was dating a sex offender against the family's wishes. The victim was coerced by the man into joining him for "rides" in his vehicle. Since the offender stayed away from parks or schools, law enforcement told the father they couldn't prove the relationship was sexual in nature.
The bill now goes to the Senate.
