Discrimination in districts?

URBANA-CHAMPAIGN -- A recent survey shows black students are more likely to be disciplined. It comes from 2011 data collected by the Department of Education.

Of those expelled in Champaign, 81% were black, compared to 12% white; out-of-school suspensions, black students made up more than 71%.

In Urbana, 75% of explusions were black students, compared to 25% white; out-of-school suspensions were 61% black students.
