Economic improvement not enough to create consumer confidence

ILLINOIS -- The latest unemployment numbers for the state show our economy may have improved in some cities. Numbers from May 2012 - May 2013 show improvement in Champaign-Urbana and Springfield.

Bill Ward, of the Illinois Home Builders Association, says it's not enough to help consumers regain confidence to buy or build a home. As of May, one in five homeowners are still underwater on their mortgage.

Illinois ranks 50th in the nation when it comes to new home starts.
