SPRINGFIELD -- With about a year before a big election, a government agency monitoring elections is also closed because of the federal shutdown. Almost every employee of the Federal Election Commission has been furloughed.

The FEC keeps track of how federal candidates receive and spend money. Many are already starting to campaign for 2014's mid-term elections. But, experts say, even without a watchdog, they really can't break any rules.

The FEC will still accept campaign filings during the shutdown, but FEC staffers won't be available to answer questions or check those reports until the shutdown is over.
