Expedited pay program to prioritize debts

ILLINOIS -- Various agencies and businesses in the state are owed $5 billion in backlogged payments. The state is trying to help some of those with an expedited pay program.

It prioritizes non-profits with budgets almost entirely paid for by state-contracted services. Getting on the list means payments could come months before other vendors accept income from a state.
