WASHINGTON, D.C. -- The recent debit and credit card security breaches have left consumers uneasy. Now a state official is calling on Congress to take action.

Attorney General Lisa Madigan went before Congress Wednesday. She says identity theft is costing Americans billions of dollars.

She's proposing a federal agency investigate all future large-scale breaches. Madigan says her office has seen more then 30,000 cases of ID theft the past decade.
