SPRINGFIELD -- A circuit court judge has thrown out a lawsuit against the state. A former appellate justice tried to sue the state over a new law changing health-care benefits for retired state workers.

He says it's unconstitutional. The judge disagreed and threw the case out.

UIS professor Kent Redfield says it could pave the way for reform, but the fight may be far from over. Redfield says the case will probably end up in the Illinois Supreme Court.
