ILLINOIS -- More than a quarter million residents said "sayonara" to the Land of Lincoln between 1992 - 2010. Those numbers come from the book How Money Walks, which claims 350,000 taxpayers moved during that time and took more than $29-billion in taxable income with them. Wednesday, the Illinois Policy Institute and the book's author, shared the findings with lawmakers saying the state's high tax rates are negatively impacting Illinois' population and wealth.
