Religious Exemption to Civil Union Law?

A change to the Civil Unions Law is being proposed in Springfield. Representative Dwight Kay (R-Edwardsville) introduced a bill exempting religious groups from accepting adoption and foster care applications from same-sex couples.
The controversial issue forced the state to terminate its contract with Catholic Social Services last year. Leaders of the group said it was against their beliefs to place children in the homes of cohabiting couples.
