Rural areas to benefit from cellphone fee

ILLINOIS -- 911 systems are getting more money. Each month, $0.73 from cellphone users goes toward 911 services. A new law doesn't change the amount, but it does change how the money is distributed to counties. More of it is going to rural ones. An extra $24,000 will go to cities with fewer than 100,000 people each year. The law goes into effect in January.
