VILLA GROVE -- A Villa Grove School Board member could have two felony charges dropped. James Kestner is accused of theft. He's being allowed to take part in a diversion program.

It will require him to pay back more than $100,000 in restitution. If he completes the requirements, the charges would be expunged from his record.
