State steps up recycling efforts

SPRINGFIELD -- Illinois could become a whole lot greener. Lawmakers want plastic bag manufacturers to recycle.
    The proposed law would require them to create recycling programs. Supporters say the regulations would make it easier for everyone.    
    Matt Noonan, of Noonan's True Value, agrees. State leaders hope it'll help increase recycling here in Illinois.
    Any manufacturer who didn't comply could face a $1,000 fine. The bill now heads to the governor's desk.
