Lawmakers couldn't come to an agreement on pension reform in a special session last week. Now, Governor Quinn says he's enacting a grassroots strategy.
It could include a public referendum. That's if enough signatures are collected around the state. Quinn says he was successful with a petition drive in 1980 to reduce the size of the general assembly.
