ILLINOIS -- It took all day, but a new budget is approved and ready for Governor Quinn. The Senate gave final approval on a $35.7 billion spending plan Friday afternoon. Democrats say the budget is incomplete and Republicans say it breaks trust.

The plan doesn't include revenue from an income tax extension or drastic spending cuts. Some criticize it because it relies on borrowing from special funds to get by and adds to a long list of unpaid bills. Republicans say we're essentially putting off cuts the governor has talked about for months.

Republicans say it's a cowardly budget and they're certain this isn't the last we'll hear of extending the temporary income tax. Democrats aren't denying the claim, but do say they did make cuts and sacrifices in the budget.
