ILLINOIS -- Judy Baar Topinka is warning of a $2 billion collapse for the state. The comptroller says it could happen next year when the temporary income tax increase rolls back. Lawmakers approved the temporary hike in 2011, but, in January, the income tax will drop from 5% to 3.75%. Topinka likens the decrease to a "heart attack" for state finances.
