ILLINOIS -- A lack of money is keeping one state office from doing its job. The office in charge of regulating natural gas drilling is delaying work.

The Illinois Department of Natural Resources confirms it has only hired four of 53 employees. Those workers are needed to write regulations for the controversial method of drilling known as fracking.

The DNR says the governor's proposed budget included enough money to fully staff the office, but the final budget passed by the legislature did not.
