ILLINOIS -- A former Illinois State Trooper hopes the fifth time is a charm when it comes to getting his license back. Matt Mitchell was driving 120 mph, in 2007, just east of St. Louis, when he caused a double-fatal accident.

He was distracted by his cellphone and laptop computer while racing to the scene of an accident. His car crossed the median and slammed into another vehicle killing two sisters.

He pleaded guilty to reckless homicide and was put on probation. In May, he's going before a judge again to try to get his license reinstated.
