ILLINOIS -- A newly-released report recommends keeping juvenile sex offenders off registries. The Illinois Juvenile Justice Commission found young sex offenders are less likely to repeat their crimes if they're kept out of prison and off those lists. Legislators are reviewing the study and could change current law. Illinois is one of only twenty states to register juveniles.
