PIATT COUNTY -- A man could face jail time for what people are calling an accident. Police say, last month, Andrew Dick shot a 16-year old in the head with an arrow.

Tuesday, reckless conduct charges were filed against him. It means Dick could face a year in jail and/or a $2,500 fine.

Maci Webb was rushed to the hospital after being shot in the head with the arrow. Authorities found several factors led to the accident including a lack of safety precautions.

At least four people were down range of Dick while the weapon was being loaded or shot. Also, the bow wasn't properly tuned.

Piatt County State's Attorney Dana Rhoades used that report to come to the decision to file charges. Rhoades says the case can be compared to a reckless driving case. If someone driving a car recklessly hurts someone, it can qualify as a crime even though it was an accident.

Dick's first court date is November 26. Maci's family says she's still in critical condition, but didn't want to comment further.

The Piatt County State's Attorney is waiting on the report, but she says negligence charges are possible. Webb remains in critical condition.

The sheriff's department says a man was trying a new bow at the shooting range when it happened. Investigators say it was an accident, but he failed to follow basic safety rules. The full report has been turned over to the State's Attorney.

PIATT COUNTY -- Authorities released their findings in connection to an accident in which an arrow struck a girl in the head. The sheriff's office determined several factors led to the accident, including basic safety not being observed on the shooting range.

At least four people were down-range of the shooter while the weapon was being loaded or shot. The equipment was determined to be fully functional, but a rest was not "tuned properly, a string was not equipped with a nock, anchor point or peep sight" and arrows were not tuned to the rest; all of which affect arrow flight.

Officials also determined it was the second day of instruction for the archer, Andrew Dick, who had shot approximately twice the number of arrows recommended for a beginner. Investigators say a full report will be forwarded to the State's Attorney for review.

CERRO GORDO -- People in Piatt County are praying for a girl seriously hurt in a freak accident. The teenager was hit in the head with an arrow. Friends say it happened while they were practicing archery outside.

Many of her friends met up at a park Friday evening. For them, it is a place where people could pray for Maci Webb's recovery together.

The vigil was at Orange and Blue Park in Cerro Gordo. A few dozen people held candles, coming together for the 16-year old girl. Police are not saying what happened to her, but friends say she was sitting on the bed of a truck, and all of a sudden, she had an arrow in her head.

Webb was rushed to the hospital, where she had surgery. As of this evening, friends say she is in critical condition. People have also started a Pray for Maci hashtag on Twitter. Police are investigating, but no charges have been filed at this time.

CERRO GORDO -- Police say a teen was rushed to the hospital after being shot in the head with an arrow. It happened Thursday night.

Authorities aren't releasing a lot of details, but some of the girl's close friends say they were practicing archery in a nearby field. The victim was sitting nearby and was struck in the head with an arrow.

Friends say 16-year old Maci Webb is in serious condition. She was airlifted to the hospital and underwent surgery.

A local expert says if Webb was behind the target in the field, she was in a dangerous range. Police are still investigating. Charges have not been filed at this time.

CERRO GORDO -- A Piatt County girl is undergoing surgery after being shot in the head with an arrow. Police responded to a call at a home in rural Cerro Gordo Thursday, where they found the injured girl.

She was airlifted to the hospital where she underwent surgery. Police are still investigating, but say they've interviewed a man in connection with the incident.

Names are not being released at this time.
