Northstar appeals state contract

ILLINOIS -- The company running the state lottery is doing whatever it can to avoid paying fines. A lawmaker says Northstar is appealing part of its contract with the state.

The company promised to raise a certain amount of profits when it took over operating the lottery. If not, it would face penalties.

The company came in about $100 million short of that goal. Now, it's asking to reduce it.

Northstar says the state missed deadlines which lowered profits. An arbitrator will rule on the appeal later this month.
