SPRINGFIELD -- The rules are changing when it comes to handicap-accessible parking.
SPRINGFIELD -- The rules are changing when it comes to handicap-accessible parking. Currently, anyone using the blue placards can park in metered spots for free.

Starting next year, you'll only be allowed to do that with a special doctor's note. The new law states you have to be physically unable to make it to the parking meter.

Supporters say too many drivers abuse the privilege. If you use a handicap-accessible parking pass, you should be getting paperwork in the mail to explain the changes.
