The company's financing program ends in December, so leaders were planning to refinance with HUD. But, no funding is available from the federal program until a budget is passed.

Company leaders say this could have a huge impact on their bottom line. If they refinance with HUD, they'd lock in a price for 35 years as opposed to a regular rate which would just last 5 - 7 years.

They say none of the people who live at the property should notice a difference.
