SPRINGFIELD -- Lawmakers have about a month left before they have to have a final budget in place, but many critics question how long it takes and where the money goes. The state budget is the blueprint for every penny Illinois spends.

But unbalanced budgets have left a $9 billions hole. More cuts are on the way next year. A lot of critics have said lawmakers are to blame, spending tax dollars instead of paying off old debts. WCIA-3's Ashley Michels put state budgeting to the test, to see if it's as difficult as lawmakers say.
