CHAMPAIGN,Ill - Political Science Professor Brian Gaines joins the Morning Show to breakdown Governor Rauner's 3rd State of the State Address.
Professor Gaines says he was watching for how Governor Rauner would finesse asking for action in areas he's previously identified as priorities. He said "Let's get it done!" About pension reform and worker's compensation reform in 2016, and the General Assembly did not give him anything to sign.
Also, would Rauner blame them or pretend to have made progress or ignore the issues? Governor Rauner ended up claiming credit on select progress (energy and ethics) and raising familiar alarms about fiscal politics and the need for bipartisanship. Given the degree of stalemate in Springfield Gaines says, he thought it wasn't a bad speech.
